This is not over-saturated in Photoshop. The truth is that I have only seen lighting conditions like this twice (for the other example see "Blue Harbour") caused by heavy, dark, rain clouds out over the sea with the afternoon sun shining brightly from behind me. In this case the white clouds (top left) increase the illusion that the sky is not a natural colour.
The colouring is as I saw it with the dark sky enhancing the white of the cross. An American tourist has been edited out of the background and a dog licking itself taken out of the foreground.
